Public tenders in Morocco: where to find them and what the data shows
Public tenders in Morocco are published on the official procurement portal, marchespublics.gov.ma, which carries the notices, the purchase order consultations and the award results of public buyers. Tenderly.ma structures those publications and adds award data: who bought, who won, at what amount and against how many competing quotes.
Where Moroccan public tenders are published
The official source is the Portail Marocain des Marchés Publics (marchespublics.gov.ma), run by the Trésorerie Générale du Royaume, the Kingdom's General Treasury. Ministries, local authorities and public bodies publish three kinds of records there: notices for formal tenders, consultations for purchase orders, and award results. Access is free, and the notices are written in French.
Tenderly.ma does not replace the portal. It collects what the portal has published and organises it so that it can be searched and compared over time: by buyer, by region, by category, by type of service and by winning company. It covers public procurement only, not private sector purchasing.
Appels d'offres versus bons de commande
A Moroccan public purchase follows one of two main routes, and the amount decides which. An appel d'offres is a formal tender. A bon de commande is a purchase order: a simplified purchase in which the buyer consults several suppliers and compares their quotes. For State contracts, the purchase order route is capped at 500,000 dirhams (MAD) including tax per type of service and per budget year. Above that ceiling, a formal tender is required.
| Bon de commande (purchase order) | Appel d'offres (formal tender) | |
|---|---|---|
| Amount | Up to 500,000 MAD including tax | Above 500,000 MAD including tax |
| Publicity | Consultation of several suppliers | Published notice and consultation rules |
| File to prepare | Light: a compliant quote | Heavy: administrative and technical documents |
| Prior qualification | None | Approvals or qualifications may be required |
| Bid opening | No public session | Public session |
| Time to respond | Short, often a few days | Longer, set in the notice |
Legal basis: Decree n°2-22-431 of 8 March 2023 on public procurement, in force since 1 September 2023. Some public bodies apply their own internal thresholds, sometimes lower. Details in French: regulation and purchase order guide.
Key figures from the data
These figures are computed from published records, not estimated. Volumes are as of 20 October 2026; medians and shares cover purchase orders awarded between 5 September 2023 and 11 October 2026.
- 166,703 tenders tracked, of which 3,743 are open.
- 330,182 purchase order results published since September 2023, from 4,025 public buyers and 17,167 distinct winning companies.
- 4.77 billion MAD awarded through purchase orders over the last twelve months (12.76 billion MAD over three years).
- Median award: 20,027 MAD. 73.8% of awarded purchase orders stay under 50,000 MAD.
- Median competition: 13 quotes per consultation, and 16.4% of consultations are decided with five competitors or fewer.
- 17.1% of consultations are declared unsuccessful (infructueux), for lack of an acceptable quote.

How a foreign or new company can bid
The eligibility conditions are the same for a purchase order as for any public contract. The supplier must be a company duly established in Morocco, or a foreign company able to supply legalised equivalents of its administrative documents. It must be up to date with its tax and social security obligations, must not be in judicial liquidation and must not have been excluded for serious professional misconduct.
For a company with no public sector references, the purchase order is the practical way in. The file is light, the decision is quick and there is no prior qualification specific to this route: the buyer consults the suppliers it chooses. The data supports this: 24.4% of the winning companies in our database have won a single contract in three years. Formal tenders usually come later, once a company has references and a complete administrative file.
Two practical points. Notices and consultation documents are published in French, so plan to read and answer in French. And deadlines are short on purchase orders, often a few days: each notice states its closing date and time, and a quote submitted late is as a rule not examined.
Frequently asked questions
Where are public tenders published in Morocco?
On the Moroccan public procurement portal, marchespublics.gov.ma, run by the Trésorerie Générale du Royaume (the Kingdom's General Treasury). It is the official source: tender notices, purchase order consultations and award results are published there.
What is the difference between an appel d'offres and a bon de commande?
The threshold. For State contracts, below 500,000 dirhams including tax per type of service and per budget year, the buyer may use a bon de commande (purchase order): it consults several suppliers and compares their quotes, with no public bid opening session. Above that amount an appel d'offres (formal tender) is required, with a published notice, consultation rules and a public opening of bids. Some public bodies apply their own, sometimes lower, internal thresholds.
How many public tenders are open in Morocco right now?
At the last refresh (20 October 2026), Tenderly.ma counted 3,743 open tenders whose submission deadline had not passed, out of 166,703 notices collected from marchespublics.gov.ma, plus 116 open purchase order consultations.
Can a foreign company bid for Moroccan public contracts?
The eligibility conditions are the same as for any public contract: a company duly established in Morocco, or a foreign company able to supply legalised equivalents of its administrative documents, that is up to date with its tax and social security obligations, is not in judicial liquidation and has not been excluded for serious professional misconduct. Formal tenders may also require approvals or qualifications, which are listed in the consultation rules of each notice.
How much competition should a bidder expect on a purchase order?
On purchase orders awarded between 5 September 2023 and 11 October 2026, the median is 13 competing quotes, and 16.4% of consultations were decided with five competitors or fewer. Competition depends far more on the type of service and on the buyer than on the amount.
Is it free to consult Moroccan public tenders?
Yes. Notices and results are public data published on marchespublics.gov.ma. Tenderly.ma restructures them and makes them comparable over time, and its data pages are free to access. Tenderly.ma does not cover private sector purchasing.
